| 摘 要： | 目前许多严重侵害群众利益的行为都借口是为了公共利益,因为"公共利益"的内涵具有不确定性和模糊性.要防止公共利益的异化、泛化、神化,有必要为公共利益的行使在实体上明确一个边界,同时辅以宪政框架下的民主决策程序.

| Abstract: | At present,many activities severely infringing the people's benefits rely on the excuse of protecting public interest since the connotation of public interest is indefinite and vague.To avoid the dissimilation,extensification and apotheosization of public interest,it is necessary to make clear the substantive boundary for the implementation of public interest along with the democratic decision-making process under the frame of constitutional government. |
