| 智库是国家治理体系和治理能力现代化的重要组成部分。智库的核心目标是以专业咨询研究为基础影响政策过程和引领公众舆论，最终服务科学民主依法决策。文章从“职能—功能”角度探讨了科技智库的基本属性与范畴界定，进而对高端科技智库的功能定位、影响力要素与提升路径、能力建设的新要求和努力方向进行了分析，最后提出加强科技智库能力建设、提升影响力的政策建议。 |

| Think Tank is an important part of governance system and governance capability modernization of a country. The core objective of think tank is to affect the policy making and to guide the public opinion on the basis of professional consulting research. This paper discusses the fundamental characteristics and category definition of science and technology think tank from the perspective of“ Mission and Function”. And further analyzes the function and the factors of influenc e as well as the promoting path and new requirements and direction of capacity building of high-end science and technology think tank.A series of political suggestions are provided in order to strengthen the capacity building and enhance the influence of science and technology think tank in the end of th e paper. |
