| [目的/意义]随着数据经济的兴起，公共数据授权运营成为推进数字化转型的关键路径，各地政府相继推出相关政策以促进此项实践，而政策评价作为公共政策实施过程中的关键环节，通过审视与量化评估政策文本的结构性问题，可以提升政策适应性、效率及公平性。[方法/过程]依据各地政府发布的15份公共数据授权运营相关的政策文本，构建了政策一致性（PMC）指数模型，并选取代表性的政策绘制PMC曲面。[结果/结论]选取样本中的大部分城市公共数据授权运营政策都达到了较为满意的实施目标且具有相对一致和稳定的成效。除此之外，大多数地区在公共数据授权运营的立法模式中倾向于设立较为通用的原则和框架，对于具体的、操作性强的细节规定设定略有不足，未来的立法和政策还需在具体的收益测算及收益分配方法、数据保护技术标准、授权运营操作流程、合规审查机制、法律责任落实等方面作出更加细致的改进。 |

| [Objective/Significance] With the rise of data economy, public data authorization operation has become a key path to promote digital transformation, and local governments have successively introduced relevant policies to promote this practice. As a key link in the implementation process of public policies, policy evaluation can improve the adaptability, efficiency and fairness of policies by reviewing and quantitatively evaluating the structural problems of policy texts. [Methods/Processes] Based on 15 public data authorization operation related policy texts released by local governments, this paper constructed a policy modeling consistency (PMC) index model, and selected representative policies to draw PMC surfaces. [Results/Conclusions] According to the analysis, most of the urban public data authorization operation policies in the selected samples have achieved satisfactory implementation goals and have relatively consistent and stable effects. In addition, the legislative model of public data authorization operation in most regions tends to set up relatively general principles and frameworks, while the setting of specific and operational details is slightly insufficient. Future legislation and policies also need to make more detailed improvements in specific revenue measurement and revenue distribution methods, data protection technical standards, authorization operation and operation processes, compliance review mechanisms, and implementation of legal responsibilities. |
