| [目的/意义]安徽省“十四五”规划“建设中药强省”目标已进入收官阶段,但政策意图与实施间仍有鸿沟,如何明确产业政策实施逻辑,跨越其中鸿沟成为产业发展关键。[方法/过程]基于扎根理论,通过对安徽省中药产业70 份政策文本进行程序化三级编码,建立安徽省中药产业政策实施逻辑模型,结合安徽省中药产业发展现状,挖掘政策意图与实施的鸿沟产生原因。[结果/结论] 安徽省中药产业政策涵盖“意图-主体-工具-实施”四个环节,其中鸿沟主要源于多元政策主体引发协作困境,政策工具失衡对实施效果的削弱等。基于此,本文提出强化政策主体协同机制,平衡政策工具结构体系等建议,以期推动安徽省中药产业高质量发展。 |

| [Objective/Significance] The goal of “building a strong province in traditional Chinese medicine (TCM)” outlined in Anhui Province’s 14th Five-Year Plan has entered its final phase; however, a gap remains between policy intention and implementation. Clarifying the logic behind the implementation of industrial policies and bridging this gap has become critical to the development of the industry. [Methods/Processes] Based on grounded theory, this study conducted a systematic threelevel coding of 70 policy texts related to Anhui’s TCM industry to establish a model of the logic of policy implementation. By integrating this model with the current state of the province’s TCM industry, the study identified the causes of the gap between policy intention and implementation. [Results/Conclusions] Anhui’s TCM industry policies encompass four key components:“intention-actors-tools-implementation”. The gap primarily stems from coordination difficulties among multiple policy actors and from weakened implementation effectiveness due to an imbalance in policy tools. Based on these findings, this paper proposes recommendations, including strengthening coordination mechanisms among policy actors and balancing the structural framework of policy tools to promote the high-quality development of Anhui’s TCM industry. |
