| 近年来，因学术不端行为导致的撤稿事件频频发生，给科研人员和科研工作带来了极大的负面 影响。杜绝学术不端，严守科研诚信，构建科研诚信体系刻不容缓。本研究以艾普蕾全球撤稿数据库 为视角，对 2008—2018 年陕西学者撤稿论文进行分析，并借鉴国内外现有科研诚信体系，探讨 “ 陕西 省科研诚信体系 ” 建设方案。提出从宣传教育、到制度约束、再到第三方专业评估机构、社会监督的 多维度的 “ 陕西省科研诚信体系 ”，将科研诚信要求融入科研活动全流程，助力陕西省整体科技水平 从跟跑向并跑、领跑的战略性转变。 |

| by scientific research credit, and build a scientific research credit system. Based on iPlagiarism Retraction Database, this paper analyzes the retracted papers of Shaanxi scholars from 2008 to 2018. Drawing on the existing scientific and technological credit system at domestic and abroad, we explore the construction plan of “Shaanxi Scientific Research Credit System”. This paper proposes a multi-dimensional “Shaanxi scientific research credit system”, which is from publicity and education, to institutional constraints, then to scientific research and verification, and social supervision of the third-party. Though integrating the scientific integrity requirements into the whole process of scientific research activities, we can help the overall technological level of Shaanxi Province to make the strategic transformation from following to running, then running to leading. |
