[ 目的 / 意义 ] 突发事件中政府话语的受众反向认知现象对政府舆情应对乃至公信力形成挑战,因此有必要对其进行分析,以期为突发事件管理实践提供参考。[ 方法 / 过程 ] 本文采用内容分析法,选取 2011—2020 年 1 500 起突发事件展开实证研究,分析突发事件中政府话语传播的受众反向认知现状,并从突发事件属性、事件传播属性、政府话语属性方面,考察政府话语反向认知的影响因素。[ 结果 / 结论 ] 研究发现,突发事件属性、政府话语属性对政府话语反向认知的影响最强,影响反向认知最为显著的因素依次为:突发事件类型、事件问责情况、事件所属行业、政府话语发布平台、政府情感话语运用、事件发生地、政府回应时效、舆情持续时间等。 |

[Objective/Significance] The phenomenon that netizens perceive and interpret government discourse from the negative side challenges the government’s response to public opinion and even its credibility. Therefore, it is necessary to analyze this reverse-cognition phenomenon in order to provide reference for emergency management practice. [Methods/Processes] This paper adopts the content analysis method, selects 1,500 emergencies from 2011 to 2020 to conduct empirical research, and analyzes the audience’s reaction to the dissemination of government discourse in emergencies. This paper also examines the influencing factors of reverse cognition of government discourse from the aspects of event attributes, event spread attributes, and government discourse attributes. [Results /Conclusions] The attributes of emergencies and government discourse have the strongest influence on the reverse cognition of government discourse.The most significant factors affecting reverse cognition are: type of emergency, accountability, industry, government information release platform, emotional utterances, place of emergency,government response timeliness,duration of public opinion,etc. |
